Remuneration: Depending on the professional background and experience. Please note that this vacancy in located in Nigeria and is a locally recruited position with no international benefits. This is not a regular post but a type of contract specific to UNITAR.
Description: Training and Capacity Strengthening for Sustainable development in the Niger Delta Region of Nigeria.
Areas of Specialization:
• Development of awareness/understanding of local government authorities of objectives of UN MDGs initiative in the Niger Delta region
• Development of UNITAR papers on concept, structure and programme strategies
• Participatory approach to planning, decision-making and project selection with local government authorities
Responsibilities:
• Develop proposal with local government authorities to identify capacity gaps/needs
• Develop programme on capacity building projects to strengthen local government development service on participatory budgeting and revenue generation (PB/RG) with partners and stakeholders to cover all the LGA’s in Niger Delta and (NDDC/UNITAR) in 2011/12
• Proposed trainings and capacity building on LEEDS in all the Niger Delta States in 2011/12, and to broaden understanding of good governance and participant knowledge at the Federal, states and local levels
• Explore democratic governance through the use of ICT to strengthen vertical and horizontal networking within the local government and ministries in Rivers State
• Develop report on capacity building workshop on LEEDS in collaboration with Delta State; and empowerment of planning Officers for the implementation of LEEDS, in Edo state and Akwa Iboms states
• Implement training in e-governance and establishment of local government IT portals in LGA,s in 2011
• Develop training on e-governance “Portal System” via specializes workshop with UNITAR,s partners, in Akwa Ibom, Delta and Edo states in 2011/12
• Establishment of 23 pilot open portal system in the LGA,s in Rivers State by 2011/13
• Implementation of further trainings and capacity building in Abia, Bayelsa and Ondo
• Initiate the formation of a legal (regulatory) framework and adoption of fiscal policies of participatory budgeting in the LGA,s in the Niger Delta, sensitize LG chairmen, government officials and stakeholders buy-in to the PB/RG model, in Akwa Ibom, Edo and Rivers State in 2011
Measurable outputs:
Reports from participatory consultations:
• Progress of discussion with Edo State authorities on establishment of CIFAL Nigeria and delivery of other programmes to Local authorities in Nigeria
• Arrange field visits to help clarify community needs and the context within which LEEDS, PB/RG, e-governance development plans should be developed
Reporting structure: The incumbent will report to the Head of UNITAR Office in Port Harcourt.
Performance indicators for evaluation of results:
• Training and project research in the field of local governance and administration; within the areas of participatory budgeting and revenue generation on LGAs in the Niger Delta Region.
• Positive results and impacts are obtained in the evaluation of training/workshop courses.
• Improved system for the management of potential candidates to the course;
• Increase in the number of participants; identify and train personnel on the essential ICT skills.
• Adequate implementation of the training activities on projects conducted; with improved standard of management.
Competencies:
Professionalism - Knowledge of and practical experience in project development, management, implementation and reporting; experience supporting the design and delivery of professional training in local governance and administration Assessing needs and drafting training needs assessment and evaluations; strong research, as well as excellent analytical and writing skills in local governance issues, with ability to assess legal papers dealing with specific issues on various multilateral and bilateral agreements; ability to contribute to the content development of the programme, and its activities; up-to- date knowledge of contemporary topics and issues in the broad field of fiscal responsibility law.
Planning and Organizing - Sound organizational skills and ability to operate effectively in a fast-paced work environment; ability to prioritize, and complete assignments within frequently tight deadlines; ability to handle multiple tasks concurrently.
Communications - Excellent communication skills, including ability to produce a variety of written communications such as contributions of local governance publications, as well as drafting of proposals for submission to partners.
Technology Awareness - Ability to manage databases and to work with open source software, to input and retrieve information, and to generate documents and reports.
Teamwork - Strong interpersonal skills and ability to establish and maintain effective contacts with the local communities in the Niger Delta region, and liaise with UNITAR partners in collaboration with its work; to work effectively with colleagues in a professional office setting.
Qualifications:
Education: Advanced university degree (Master of Arts/Science or equivalent) in Geography, or Developmental studies, and good knowledge of Fiscal responsibility law on local governance and administration.
Experience: A minimum of five years of relevant work experience at least one or two of which should be at the international level in training and research, and preferably with UNITAR. Experience is also required in project management and implementation, drafting reports in local governance and administration in the Niger Delta region – Nigeria.
Language: Fluency (oral and written) in English and any other local Nigerian language. Passable spoken/written French is an added advantage.

Priority will be given to the applicants from the under represented regions at UNITAR. There will be a probation period of 3 months.
