Remuneration: Depending on the professional background and experience. Please note that this vacancy in located in Nigeria and is a locally recruited position with no international benefits. This is not a regular post but a type of contract specific to UNITAR.

Description: Training and Capacity Strengthening for Sustainable development in the Niger Delta Region of Nigeria.

Area of Specialization/Thematic Areas:
• Governance, institutionalization and reformation of the public and
traditional sectors
• Urban planning, community action plans, environmental management plans, and
small enterprise development plan and strategic plans
• Sustainable development and project management

General Objectives of the Contract: To secure a position where qualities of a fast learner, hard work, dedication and the ability to take on new challenges and acquire new skills can be used with considerable advancement opportunities. Ideally, with emphasis on strategic planning.

Responsibilities/Description of Professional Services:
Under the supervision of the Head of the UNITAR office in Port Harcourt, the Contractor will:
• Assist Partners in accessing grants/funds (facilitate preparation and
implementation of concept notes & proposals)
• Collate & prepare M & E reports on ITC/ILO specialized Training
• Prepare Half & full year programme reports for the Institute
• Assist in preparing PMF & workplans for partners
• Assist in the assessment of candidates for the Youth Empowerment Technical
Training in Norway and Namibia
• Assist in the review and assessment of strategic partners for the institute
CISCO)
• Develop, maintain & update a programmatic calendar for the institute
• Develop and implement the Communication strategy of the Institute
• Coordinate specified training programmes and report on them accordingly
• Assist in the curriculum development of the Institute (PMF, Workplan, etc.)
• Assist the Institute in meeting its mandate to train NGOs, CBOs etc in the
Niger Delta region
• Develop training programmes on governance, leadership and public
administration for local authorities
• Assist in establishing the temporal site and running of the Institute of
Governance
• Develop training materials and field instruments for participatory
consultation approaches
• Conduct participatory consultations with local stakeholders and capacity
building needs assessment
• Assist partners to streamline training needs in conflict management and
monitoring and assessment
• Assist local authorities in formulating and implementing their strategic
development plans
• Apply the tools of sustainable development in assessing activities
• Assist in formulating project proposals and coordinate day to day monitoring
and evaluation of projects/programmes
• Follow-up key projects/programmes trend, assess implications and develop
strategies
• Prepare charts, graphs and other outputs for reporting and presentation of
various data
• Produce analytical, quantitative reports

Measurable Outputs/Deliverables/Schedule of Deliverables:
• Set up deliverable plan for all programmes
• M & E reports on ITC/ILO specialized Training
• Production of a Programmatic Calendar of Events with weekly update
• Reports from the activities of the Institute of Governance and Human
Development
• Reports from training programmes in selected areas (e.g. governance, M & E
etc)
• Formulated strategic development workplan at state level
• Inventory past and on-going local development initiatives
• Reports from participatory consultations

Performance Indicators for Evaluation of Results:
• Professional management and follow-up of the ITC/ILO specialised training
offshore and in-country) course participants
• Increased cohesion and collaboration with colleagues for the development,
management and execution of programmes
• Meticulous and systematic delivery of schedules and assignments
• Other project deliverables completed, where appropriate
• Suggestions on programmatic directions and related issues are regularly made
• Outputs are delivered in a timely fashion and of high quality
• Timelines followed

Reporting Structure: Reports to the Head of UNITAR Office in Port Harcourt.

Professionalism - Good understanding of the functions and organization of the work unit and good general knowledge of the organizational structure; good knowledge of relevant operational and administrative policies, processes and procedures; ability to accurately prepare a range of unit’s outputs, reports, etc.; demonstrated ability to apply good judgment in the context of assignments given; practical experience in programme/project management and administration; good research and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; familiarity with and experience in the use of various research methodologies and sources, including electronic sources on the internet, intranet and other databases;

Planning and Organizing - Ability to plan own work and manage conflicting priorities. Ability to proactively innovate and apply previous/current experience/knowledge to work assigned.

Communications - Excellent written and verbal communication skills, including the ability to draft/edit a variety of written proposals, reports, workplans and other communications and to articulate ideas in a clear, concise style.

Technology Awareness - Fully proficient computer skills and use of relevant software and other applications: e.g. word processing, spreadsheets and other statistical applications, Internet, etc.

Teamwork - Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance.

Qualifications:

Education: Advanced University degree (Master’s of Social Sciences or its equivalent in Management or related field with sound knowledge on programme development, specialized knowledge and understanding of specific developmental issues related to project implementation in the Niger Delta and beyond.

Experience: Not less than 5 years cognitive experience in development work especially in the Niger Delta region and a minimum of 1 year experience in an international organization. Experience in development/planning/organizing and monitoring of workshops, communications and training/capacity building; is an added advantage.

Language: Fluency (oral and written) in English and any other local Nigerian language. Passable spoken/written French is an added advantage.
